Provident and Tax (i.e. PAT) is an electronic service provided by CrimsonLogic. Using their system, employers can electronically submit their CPF contribution details, employee salary data to the CPF Board and IRAS. For more information, please contact CrimsonLogic at 6887 7888 (24 hours).

    If you wish to register for this service, simply visit the CrimsonLogic's PAT website for a registration form, and submit the completed forms to CrimsonLogic.

      CPF Submissions
      1) What is Provident and Tax (PAT)?
       

    Provident and Tax is an Internet-based service which enables your organisation to submit employees’ monthly CPF contributions to CPF Board and yearly income forms to Inland Revenue Authority of Singapore (IRAS) online.

     
      2) To use the service, is there a limit to the number of employees?
        No, there is no limit.
     
      3) How does the system work?
       

    You can either create an on-line template or upload the contribution details from your payroll system by using PAT’s “ Upload” function.

     
      4) Can my existing payroll software link up with PAT?
        Yes. Whether the software has been developed in-house or is a ready-payroll package bought off the shelf, PAT allows the integration of the system so that data can be captured from your payroll system to PAT.
     
      5) How to register or apply to use this service?
        Download the registration forms from CrimsonLogic’s PAT website or contact CrimsonLogic at 6887 7888 to request a set of application forms.
    Download the GIRO application form (GIRO/Internet Banking).
    Submit all your registration forms to CrimsonLogic.
     

    You will be informed in writing when your applications have been successfully processed.

    If you are an existing PAT user with a new Employer Reference Number (ERN) or a new Subsidiary, you will need to submit a fresh CPF Registration & CPF GIRO form for the new ERN/Subsidiary to CPF Board.

     
      6) Must payment be made electronically? Can we pay by cheque?
        Payments must be made electronically using GIRO. Cheques and cash are not acceptable.
     
      7) Is it secure to transmit my data via PAT?
       

    Yes. Only authorised personnel with approved user IDs and passwords are able to access to the system.

     
      8) How long does it take before I can use the system?
       

    If you have applied for a GIRO account, your bank will take about 2 to 3 weeks to process your GIRO application.

    Upon successful registration of PAT service, you will be required to do at least one trial run with CPF Board. This is to allow you to have a hands-on experience as well as to ensure quality submissions.

    Please continue with your hardcopy submission until you have received letters from Crimsonlogic and CPF Board, to confirm that your company will submit CPF contribution details electronically via PAT in future. You can discontinue your hardcopy submission once your receive the confirmation letters.

    For IRAS submission, Inland Revenue Authority of Singapore (IRAS) will inform you about their trial run separately before your actual submission.

     
      9) When can I start using the system for the actual transmission?
       

    You will receive a confirmation letter stating the effective date of the actual submission from both CPF Board and CrimsonLogic. Thereafter, you may proceed to submit your monthly CPF contribution details to the Board via PAT.

    Once you have started PAT for your actual submission, please do not send your monthly CPF details through any other mode of submission to prevent double payment.

     
      10) What are the operating hours for this service?
        This service is available 24 hrs a day, 7 days a week, including public holidays. However, the files will only be processed on working days.
     
      11) When will my submission be processed?
       

    At 5pm daily (on working days only).

     
      12) How do I ensure that my transmission is successfully received by the Board?
       

    You will receive an acknowledgement message from the Board within 2 working days after submission.

    In addition, an email notification will be sent from PAT to you within 2 working days.

     
      13) Will the grace period be changed?
        No, you will be given up to 14th of the month to submit your contributions.
     
      14) When will CPF Board debit from my bank account?
        14th Day Deduction
    (a) If the file is received by CPF Board between the 1st and 12th of the month, deduction will only take place on 14th of the month.
    (b) If the file is received by CPF Board after the 12th of the month, deduction will take place within 3 working days.
     
    Next Day Deduction

    If the file is received by CPF Board on Day 1, the bank deduction details will be transmitted on the 2nd working day and deduction from the employer's bank account will be on the 3rd working day.

     
      15) How do I receive my Record Of Payment (ROP) under 'live' environment? When do I retrieve it?
        The ROP will be transmitted back to you electronically, if there is no discrepancy in the payment. Employers are advised to retrieve the ROP after three working days from the date of effected deduction e.g. If deduction has been effected on the 17th, you may retrieve your ROP on the 20th.
     
      16) What happens if there is a discrepancy in my payment? When will I be able to retrieve my ROP?
        You will receive a hard copy of the ROP after the discrepancy has been cleared/adjusted.

    Software Requirements
        Operating System – Microsoft Windows 95 and above
    Web Browser – It is recommended to use either Netscape Communicator release 6 or higher or Internet Explorer release 6 or higher. Please ensure that the Cipher strength is 128-bit SSL for IE browsers
    Acrobat Reader – This will allow you to retrieve, view and print the various reports output from Provident and Tax Web
    WinZip – This will allow you to zip/compress your payment advice files before uploading the files up to the system.
     
      2) Are there any charges?
        For employers, the cost of investment* (All prices are subject to GST) is:
     
    One Time Fee  
    One-time registration fee $50/-
    Training $180/-(1 day / pax)
       
    Recurring Cost  
    Minimum Monthly Subscription Fee $5/-
    Usage Fee from the 10th to 99th employees $0.22/employee
    Maximum Monthly Subscription and Usage $25/mth capping
    Yearly Salary Data Transmission Charge $0.25/KB

      3) Who do we make payment to?
       

    The above payments are charged by CrimsonLogic.

     
      4) Is there training provided?
       

    The system is very user-friendly and easy to learn, and CrimsonLogic provides a free online user guide. Training on PAT is provided by CrimsonLogic at a cost of $180* (subject to GST).
